CENTRAL REGIONAL NADMO DIRECTOR INSPECTS SITES FOR BOREHOLE PROJECTS IN THE REGION AS PART OF THE ARC DROUGHT INTERVENTION.- Hon Kwesi Dawood


In a decisive move to strengthen climate resilience and water security, the Director General of the National Disaster Management Organisation (NADMO), Major (Rtd) Dr. Joseph Bikanyi Kuyon, tasked the Central Regional Director to conduct a high-level site inspections which will pave the way for official sod-cutting ceremony for the construction of boreholes in selected Districts of the Central Region.
The project is a key component of the African Risk Capacity (ARC) drought intervention program for drought endemic areas. Ghana, having recently integrated into the ARC sovereign insurance risk pool, is utilizing these proactive measures to mitigate the impact of erratic rainfall patterns and potential drought conditions that threaten livelihoods in the region.
Enhancing Community Resilience:
During the ceremony, Hon E. K. Dawood Mensah, the Regional Director, emphasized that the initiative shifts NADMO’s focus from reactive relief to proactive disaster risk reduction. ”Disaster management in 2026 is about foresight. By providing sustainable water infrastructure today, we are ensuring that our farmers and rural communities do not fall victim to the devastating effects of dry spells tomorrow especially in this era of climate change,” he stated.
The inspection tour covered some districts identified as “high-risk” zones by NADMO’s technical team. The new boreholes are designed to provide: potable water access where reliable drinking water for thousands of residents is envisioned, agricultural support where small-scale irrigation capabilities to protect local crop yields during dry seasons remains an objective, health security which will see a reduction in water-borne diseases often associated with seasonal water scarcity.
Strategic Partnership with ARC
The African Risk Capacity (ARC) framework allows Ghana to access rapid financing and technical support for climate-related disasters. This borehole project serves as a “tangible intervention” under the National Drought Operational Plan, demonstrating the government’s commitment to using international climate finance for grassroots development.
CDCO Dawood Mensah, charged the Municipal & District NADMO Directors of the beneficiary MMDA’s to oversee the construction to ensure the facilities meet the highest technical standards and are situated in areas with the greatest need. The initiative follows a comprehensive site inspection aimed at identifying communities most vulnerable to water scarcity and related health risks. By integrating infrastructure development into our disaster risk reduction (DRR) strategy, we are moving beyond reactive relief toward sustainable prevention.
Immediate Commencement
Contractors have been mobilized to the sites, with construction expected to be completed within the coming months. The event was attended by traditional leaders, representatives of the MMDCE’s, and leaders of various peasant farmers groups, who lauded the government’s timely intervention.
